Provides a leadership role for the talent acquisition and employment function across the system. Coordinate the full life cycle of recruitment which includes preparing the annual media plan, leadership and direction to Employment Coordinators and educational activities for hiring managers. Ensures effective and efficient use of the applicant tracking system. Responsible for attracting, hiring, and retaining the highest quality staff. Monitor and address a variety of staffing issues, including effective sourcing, screening, interviewing, testing and selection procedures.


  • Ensure the appropriate screening of applicants, reference checks and competency assessment. Ensure that all necessary applicant information is obtained to comply with regulatory requirements and applicable law. Maintain accurate human resource records.
  • Develop and maintain positive relationships and rapport with all levels of staff and management. Ensure that appropriate candidates are approved for referral to hiring managers by analyzing qualifications; matching with hiring criteria etc.
  • Coordinates employment advertising needs, ensures accuracy of ads and obtains appropriate approvals.
  • Manages full cycle recruitment process including maintaining applicant database, managing applicant inquiries, oversee employment correspondence issues (such as offer letters, rejection letters, etc.). Respond to management regarding the status of vacant positions and placement efforts.
  • Screen applicants and resumes against position requirements. Conduct in-depth employment interviews. Administer skill testing, as necessary. Arrange follow-up interviews where appropriate; aggressively ensure candidates are interviewed, obtain immediate feedback and, where appropriate, extend offers promptly, establishing timely start dates.
  • Handle all pre-employment processing prior to the start of employment. Ensure new hires fully complete documents and employer sections of documents are completed.
  • Ensure attendance at new employee orientation programs. Conduct exit interviews, monitor turnover activity and report on results.
  • Recommend strategies to address short-term staffing needs in a cost effective manner by hiring temporary, part-time, per-diem staff, as well as summer and intern programs, where feasible.
  • Coordinate the processing of employment hires, transfers, changes, terminations, status inquiries, verifications, etc., for CHCS employees. Ensure the proper maintenance of employment records for CHCS employees.
  • Supervise Employment Coordinators. Provide guidance and direction regarding recruitment issues to Hiring Managers. Monitor performance, provide constructive feedback, counsel as appropriate.
  • Maintain superior customer service to all internal and external customers. Establish trust with all constituents by being a resource that is dependable; provide useful counsel in solving problems.
  • Perform all other duties as assigned.


Masters degree or equivalent combination of education and experience.
