  • Overview

    Responsible for the effective on-going operations of the ArchCare Senior Life Centers. Responsible for the administrative, professional, clinical, financial, and other programmatic aspects of the business to ensure safe, effective programs that support the respect and independence of participants and the provision of the highest quality of care. Duties include ensuring that the centers comply with all Centers for Medicare and Medicaid Services (CMS) and state guidelines, ensuring the financial viability/continued growth of the program, managing business relationships with all contracted providers. Supports the CHCS Leadership team in meeting overall ArchCare goals. 

    Responsibilities

    • Provide effective leadership by coordinating and integrating services of ASL centers, alternative care sites and related programs, ensuring regulatory and financial compliance and provision of the highest quality of care to enrollees
    • Reponsible for the administrative, professional, clinical, financial, and other programmatic aspects of the programs to ensure safe, effective programs that meet participant goals
    • Directly supervises the Program Managers at each ASL center, along with the VP of PACE and ensure consistent operations across Centers where necessary and appropriate
    • Hires, evaluates and assigns staff according to rpogram policy and procesdures. Coordinates staff development and training for staff
    • Ensures compliance with federal, state, and local regulations and program standards and policies
    • Develops and implement policies and procedures, as well as workflows, in consultation with the Vice President, to improve the quality of services, maximize productivitiy and efficiency of operations at ASL centers
    • Work with finance department to develop and implement operating and capital budgets. Perform within agreed upon budget and utilization guidelines
    • Continuously assess and improve Centers' performance by designing opeational processes, monitoring performance through data, develop, and implement sustainable performance improvement with management level staff, and participate in interdisciplinary QAPI committees. 
    • Works with program managers at each Center and ACS location to assure solid communication and coordination of care between disciplines, along with the appropriate identification of quality improvement, education and team building needs.
    • Ensure resources are available to run programs that enhance service provision to clients, promote staff knowledge, and control environmental hazards and risks thus preventing accidents and injuries to staff, visitors, and clients
    • Manage Human Resources by the following: review and recommend revisions as needed to qualifications /competencies/performance expectations of existing and newly developed job positions, assist in recruitment and retention of staff, development and monitoring of staff plans, provide orientation/in-service training/continuing education on applicable topics to all levels of staff and contract providers, apply consistent policies/procedures pertaining to management of staff; mentor and lead staff
    • Coordinates and collaborates with other managers and network leadership in development, opening, and growth of new sites, programs, and initiatives
    • Participates in and supports marketing and census development activities with the goal of growing enrollment through commumity outreach and eligibility assessment
    • Closely coordinates successful operation of PACE network functions with contract staff and provider network staff
    • Responsible for maintaining compliance with all state and federal program requirements, as well as any other state or federal laws or rules. Works in collaboration with the Director of Qualityu Assurance in developing and implementing all regulatory plans of correction as well as survey preparations.
    • Maintains flexibility in schedule and responds to unexpected emergencies and changes in workload to fulfill responsibilities
    • Performas other duties, as assigned
    • Meet a standardized set of competencies for the specific position description established by the PACE organization and approved by CMS before working independently. 

    Qualifications

    • Formal education: Master's degree in related field experience: 10 years
    • Education requirements: mastesr degree required in clinical service delivery or health administration
    • Experience requirements: five or more years of progressively responsible for clinical and administrative experience in health care services for frail and elderly populations, preferably in a managed care enviroment
    • Demonstrated ability to lead operations to achieve the highest level of quality performance according to CMS, state and consumer surveys
    • Demonstrated ability to collaborate with other leaders within and organization to achieve mission, vision and values of the organization
    • Skill requirements: innovative, high energy level, comfortable performing multifaceted projects while at the time performing day to day tasks. Superior interpersonal and communication skills, with the ability to listen beyond words. Enhanced ability to maintain positive relationshipswith the diverse personalities of staff and participants. Demonstrates a high degree of integrity and iscretion in confidential matters. Good reasoning abilities, sound judgment and a well developed sense of humor. Resourceful and well-organized, capable of launching and managing complex projects. Participative management style who supports and encourages teamwork.
