    ArchCare is a post-acute system that operates a growing Program of All-Inclusive Care (PACE) that currently is comprised of 4 PACE Wellness Centers and 4 Alternate Care Locations that are feed into the various Wellness Centers. A PACE program is an innovative plan integrates all acute and long term care services with the goal of providing person centered care to seniors at home for as long as possible. ArchCare’s program is growing rapidly and currently has an enrollment of 770 across all settings of care. The PACE program is pursuing an aggressive board approved strategic plan that involves traditional bricks and mortar growth, partnerships with health system and long term care providers and other innovative approaches to growing PACE across NYC and Hudson Valley.

    ArchCare operates two additional managed care plans – a Medicare Institutional Special Needs (ISNP) Plan and Medicaid Partial Capitation Plan (MLTC) plan. In addition to the 3 plans, ArchCare operates 4 nursing homes, a large home health agency and other programs serving vulnerable adults and seniors.

    ArchCare is building a dynamic leadership team that is part of a growing organization that is committed to growing PACE and achieving maximum efficiency in operations across all locations of care. ArchCare is seeking a senior level manager to oversee the operations of each of the 4 Wellness Centers, and the ACS locations that are associated with each Wellness Center.




    Responsible for the effective on-going operations of the ArchCare Senior Life Centers. Responsible for the administrative, professional, clinical, financial, and other programmatic aspects of the business to ensure safe, effective programs that support the respect and independence of participants and the provision of the highest quality of care. Duties include ensuring that the centers comply with all Centers for Medicare and Medicaid Services (CMS) and state guidelines, ensuring the financial viability/continued growth of the program, managing business relationships with all contracted providers. Supports the CHCS Leadership team in meeting overall ArchCare goals. 


    • Responsible for the effective on-going operations of the ArchCare Senior Life Centers, with each of the Program Managers at each center reporting to this individual.
    • Provide effective leadership by coordinating and integrating services of ASL centers, alternative care sites and related programs, ensuring regulatory and financial compliance and provision of the highest quality of care to enrollees.  
    • Responsible for the administrative, professional, clinical, financial, and other programmatic aspects of the programs to ensure safe, effective programs that meet participant goals.
    • Participates in and supports marketing and census development activities with the goal of growing enrollment through community outreach and eligibility assessment.
    • Ensure consistent and efficient operations across Centers and modifying workflows as determined necessary.
    • Work with finance department to develop and implement operating and capital budgets. Perform within agreed upon budget and utilization guidelines.
    • Coordinates and collaborates with other managers and network leadership in development, opening, and growth of new sites, programs, and initiatives.
    • Closely coordinates successful operation of PACE network functions with contract staff and provider network staff.
    • Responsible for maintaining compliance with all state and federal program requirements, as well as any other state or federal laws or rules.
    • Directly supervises the Program Managers at each Center.
    • Reports to the Vice President of PACE.


    • Formal Education: Master's Degree in related field experience: 10 years
    • Education requirements: mastesr degree required in clinical service delivery or health administration
    • Experience requirements: Minimum 10 years management experience and must have at least 3 year of experience with a frail or elderly population
    • Must have Managed Care experience
    • Demonstrated ability to lead operations to achieve the highest level of quality performance according to CMS, state and consumer surveys
    • Demonstrated ability to collaborate with other leaders within and organization to achieve mission, vision and values of the organization
    • Skill requirements: innovative, high energy level, comfortable performing multifaceted projects while at the time performing day to day tasks. Superior interpersonal and communication skills, with the ability to listen beyond words. Enhanced ability to maintain positive relationshipswith the diverse personalities of staff and participants. Demonstrates a high degree of integrity and iscretion in confidential matters. Good reasoning abilities, sound judgment and a well developed sense of humor. Resourceful and well-organized, capable of launching and managing complex projects. Participative management style who supports and encourages teamwork.
